At Centro Latam Digital, we envision a future in which information technologies serve as an engine of social inclusionproductivity and prosperity in Latin America.

Our mission is to generate knowledge and create a community that responds to the context and specific needs of the region and can identify opportunities for better design and implementation of effective digital policies around digital rights, innovation and cybersecurity.

Founded in 2018, we are an independent think tank with a regionally diverse team of multidisciplinary researchers that emerged from 15 years of research by DIRSI and Telecom CIDE. We are part of Mexico’s Centro de Investigación y Docencia Económicas (CIDE) and IDRC‘s Strengthening Cyber Policy Centres in the Global South initiative.

Management Team

Co-Founder and Executive Director

Judith Mariscal is a professor at the Centro de Investigación y Docencia Económicas (CIDE) and Executive Director of Centro Latam Digital. She is member at the highest level (III) of the National Research System in Mexico (SNI). She is a founding member of the Communication Policy Research Conference (CPR LATAM) organizing committee. Judith is Associate Editor of Information Technologies and International Development (ITID) Journal. She was member of the Steering Committee of the Regional Dialogue on the Information Society (DIRSI) and founding director of the Telecom-CIDE research program at CIDE for 15 years.

Strategy Advisor

Alejandra currently serves as Strategy Advisor on research activities and public policy strategy at Centro Latam Digital. Before joining the team, she worked at the Office of the Coordination of the National Digital Strategy of México, leading digital and financial inclusion initiatives and public innovation projects through new technologies. Alejandra is a political scientist with a degree from the Instituto Tecnológico Autónomo de México (ITAM).

Director of Research and Public Policy

Maia Levy Daniel is the Director of Research and Public Policy at Centro Latam Digital. She also serves as the Managing Editor of the Latin American Journal for Economy and Digital Society. She is an attorney with experience in the technology, policy, and regulation sector, particularly focused on digital platforms policy development and analysis, as well as on internet regulations in general.

Director of Outreach and Operations

Gloria is the Director of Outreach and Operations at Centro Latam Digital. She leads partnership development, communications and operations strategies to promote the development and positioning of the organization within the sector.

She has ten years of experience in external relations and project management for philanthropic institutions, multilateral agencies and start-up projects in Mexico and Latin America.

Cybersecurity Research Lead

Alejandro Pisanty is lead researcher for cybersecurity at Centro Latam Digital, where he executes research strategy and leads the development of research on regional cybersecurity issues.

He previously served as a member of the Board of Directors of ICANN (Internet Corporation for Assigned Names and Numbers, of which he was also vice president for six years) and of the Internet Society. Alejandro was a member of the Working Group for Internet Governance at the UN, and a member of the Advisory Group of the Internet Governance Forum.

Lead Researcher, Digital Rights

Maria Solange Maqueo is lead researcher on digital rights at Centro Latam Digital. Her area of ​​expertise includes privacy and personal data protection, as well as the legal implications of ICT.

She is currently director of the Legal Studies Division at CIDE, member of the National System of Researchers with distinction by the National Council of Science and Technology (CONACYT), member of the Scientific Committee of the Tirant lo Blanch Publishing House, Editions of the University of Salamanca, the Editorial Board of the Academic Journal Studies in Information Law of the UNAM and the Advisory Board of the Network for Accountability. She also serves as chair of the advisory council of the National Institute of Transparencia, Access to Information and Data Protection (INAI) of Mexico.

Researcher, Digital Rights

Jimena is a researcher on the digital rights team at Centro Latam Digital. She also currently serves as the General Secretary of CIDE, as well as a professor of Public International Law and Privacy and Personal Data Protection. Jimena is the director of the Privacy, Regulation and Governance of Data executive certificate program.

She is a specialist in regulation, access to information, privacy, personal data and public international law.

Research Assistant

Ana Sofía Sánchez Argüelles is a research assistant at Centro Latam Digital where she supports lead researchers with data analysis and compilation. Her skills and expertise lie in organizational management and data management.

Hernán Galperin is co-founder of Centro Latam Digital and member of the steering committee.

Hernán also serves as Associate Professor at the Annenberg School for Communication, University of Southern California, where he is also Director of the Annenberg Research Network on International Communication. He is also affiliated with the USC Annenberg Innovation Lab, the USC Price Center for Social Innovation and the USC Spatial Analysis Lab. In addition, Previously, he served as Associate Professor and Founder-Director of the Center for Technology and Society at the Universidad de San Andrés (Buenos Aires, Argentina).

Affiliate Researcher

Aileen Agüero García supports cybersecurity research activities at Centro Latam Digital, as well as the development of strategic partnerships for research, dissemination and development of activities in the Andean Region and Southern Cone.

Aileen is also a researcher at the Instituto de Estudios Peruanos, where she has been involved in several research projects on broadband development, telecommunications universal service, ICT and productivity, ICT and poverty, mobile banking, digital television, competition and regulation (telecommunications, electricity and transport), women in rural areas, public banking and rural finance, among others. Her research integrates quantitative and qualitative approaches.

Mercedes is a senior research professor in the Legal Studies Division of CIDE. She is a specialist in private international law, international contracting, e-commerce, cross-border flows of personal data and online dispute resolution. Mercedes is an Ad-Honorem member of the Committee of External Advisors of the Ministry of Foreign Affairs on Private International Law, and a member of the National System of Researchers, Level II.

Eduardo Magrani PhD is an affiliate researcher at Centro Latam Digital. He currently serves as Vice President of the National Institute for Data Protection in Brazil.

Eduardo was a Senior Fellow at the Alexander von Humboldt Institute for Internet and Society in Berlin (2017) and Professor of Law and Technology and Intellectual Property at FGV Law School, IBMEC and PUC-Rio. He also served as Coordinator of the Institute for Internet and Society of Rio de Janeiro (2017-2019).

Carolina Aguerre is an affiliate researcher of Centro Latam Digital. She is a professor and researcher at the University of San Andrés in Buenos Aires, Argentina where she co-directs the Center for Studies in Technology and Society (CETyS). She is a Doctor in Social Sciences and academic director and founder of the Certificate in Internet Governance (DiGI).

Affiliate Researcher

Daniel is an affiliate researcher at Centro Latam Digital, where he works on ICT4D issues, in particular mobile banking and financial inclusion. Previously, he worked on research related to regional integration and economic inequality in Latin America at different research centers in Colombia. He has published articles on comparative political economy topics in various international journals.

Daniel is currently a junior fellow at the Center for Telecommunications Studies in Latin America. Daniel is a political scientist from Icesi University and holds a Master’s degree in Social Sciences from Flacso-México.
